University degree equivalency in Turkey is a topic of great interest to university students. Through this equivalency, degree holders can practice their profession and work in their field. Degree equivalency in Turkey is a process conducted at the Turkish Higher Education Institution in the capital, Ankara. The goal is to verify the validity of a university degree earned by a foreign student in their home country. This process involves contacting the university that granted the degree to verify its validity and the grade point average. Once this is confirmed, a decision is made regarding its equivalency. The applicant must then pass a comprehensive exam in their major, based on the decision of the higher education institution after reviewing the university that issued the degree and the major. Some universities or majors may not require this exam. The exam is held twice a year in Ankara, and upon passing, the applicant receives an equivalency certificate.
What documents are required to modify a certificate in Türkiye?
1- A copy of the passport or a copy of the residence permit in Türkiye, regardless of its type (work residence permit, temporary protection, tourist residence permit).
2- A copy of the modified secondary school certificate.
3- The original copy of the graduation certificate, translated and notarized.
4- The original graduation certificate, translated and notarized.
5- The original copy of the transcript, translated and certified by a notary public.
6- The photographic materials include details of the subjects or courses studied at the university (if any).
7- The consent form (satisfaction) signed by the concerned party (it can be downloaded from the Ministry of Higher Education website and filled out manually).
The registration form will be printed after completing the electronic form. There is an option to print the application as a PDF file that can be printed and brought with the rest of the documents.

If the applicant has studied courses at another university, he or she must submit a transcript of those courses, along with a translation and notarization of the transcript.
Students who graduated from countries other than their home countries must submit copies of passport pages showing entry and exit stamps for the period of their studies. These copies must be translated and certified by a notary public.
The Higher Education Authority (YÖK) has decided to facilitate the equivalency process for university degree holders from conflict and war zones, starting in September 2017, due to the difficulties they face in obtaining the necessary documents from their home countries. To this end, individuals who do not have all the necessary documents, such as the original diploma or transcript, are required to submit at least one document proving their university education, in addition to completing a written application specifically for countries affected by war.

Procedures required for university degree equivalency for foreigners in Türkiye
The Turkish Higher Education website recently launched a new service allowing applicants to submit requests for the valuation of university degrees issued outside Turkey, including those from Syrian universities, electronically via the website. Applicants can access the valuation page through the e-government platform, E-Devlet.
Then click on the link attached to the page to automatically go to the amendment form. The applicant for the amendment must have obtained the e-Government Program personal code (edevlet), which can be obtained from PTT offices.
The online application includes fields for entering the applicant's personal information, such as the national ID number and full name as written on the translated and notarized university certificate, as well as the place and date of issuance of the university certificate. It is important to note that the electronic amendment request is considered an initial request submitted to the Council of Higher Education. An appointment will be set for submitting complete documents, either in person or through a legal representative, at the Council of Higher Education's headquarters in Ankara at the following address.
